Description New fiscal year position. Subject to final Board of County Commissioner approval. Working under the supervision of the Director of Parks, Recreation & Conservation and the Conservation Lands Program Manager, the Parks, Recreation and Conservation Lands Asset & Data Manager will perform a variety of skilled duties. This position is responsible for coordinating all asset and data management for the Parks, Recreation, and Conservation Department.
This position will ensure effective data management and production, formulate a process for data collection techniques, develop and implement Department protocols for data handling, analysis, and storage, and coordinate data sharing with other Departments and non-County entities. This position will further develop the Department's asset management and maintenance process to facilitate the process for Division managers to be proactive with budgeting and implementing maintenance and replacement of infrastructure.

Essential Job Duties - Maintains, updates, and manages all data generated as part of the Environmental Lands Acquisition Bond process, including the ArcGIS Hub and all content therein
- Provides key support for the Division Managers in project schedule management, asset management, recordkeeping, management of terms within Department leases and agreements, grant preparation and coordination, and GIS services.
- Designs, coordinates, and implements a comprehensive project management, asset inventory, and data storage system that will be utilized by all Divisions within the Department
- Streamlines workflows within the Department, and also will facilitate Intra-Departmental coordination through improved data access and storage.
- Conducts regular audits and inspections to assess the condition of assets and ensure compliance with safety and environmental regulations.
- Generates reports and visualizations to support decision-making and strategic planning.
- Monitors trends and provides insights to improve the management and conservation of parks and recreational areas.
- Manages data related to wildlife habitats, water resources, vegetation, and other natural resources within county parks and conservation areas.
Typical Requirements Education/Experience: Bachelor's degree from an accredited institution in Computer Science, Geography, Environmental Science or an equivalent course of study, and a minimum of 5 (five) years of experience associated with asset management, data analysis, parks and recreation, or a related field.
A Master's degree from an accredited university in Computer Science, Geography, Environmental Science, or an equivalent course of study may be substituted for work experience.
Experience in project management, conservation efforts, and community engagement is highly desirable.
Licenses, Certifications, or Registrations: - Must possess a valid FL driver's license.
Knowledge, Abilities, and Skills: Strong understanding of computer systems and advanced technical proficiency in various computer software programs for asset management, data production, storage, and dissemination
Proficient at all levels of GIS data production and management, specifically as related to the ArcGIS Hub that the County has developed for the environmental lands acquisition process
Proficiency in software including, but not limited to, Microsoft Office, ArcGIS Desktop, ArcGIS Pro, ArcGIS Online, OnBase, and Adobe. Experience with ArcGIS Enterprise is desired
An analytic work approach with excellent problem-solving skills
A solid understanding and working knowledge of Structures Query Language (SQL), relational database management systems, and database design
Demonstrated knowledge of WebGIS concepts and practices
Experience with ArcGIS Arcade expression language and ArcGIS ModelBuilder or other automation tools.
Experience with Python scripting
Strong cartographic skills
Excellent communication, organization, and writing skills
Efficiency in data management and attention to detail
Demonstrated ability to preserve the accessibility and integrity of Department data
Ability to create effective GIS Dashboards that provide Department information to the public for specific projects and initiatives
Create policies for effective data management within the Department and coordinate the archiving of project administrative and project data
Identify and develop new opportunities for project management efficiency, and data analysis
Produce timely and accurate reports of data managed and opportunities for improved data management techniques
Enhance the Department's data quality, completeness, appropriateness, and accuracy to enable effective decision-making and collaboration
Develop consistent data categorization and data workflow to maximize the efficiency of staff in the Department
Identify opportunities to improve analytical approaches and tools to improve
Sound organizational skills to plan and carry out multiple tasks in an efficient manner

Working conditions include typical office conditions as well as periodic work at various parks, conservation areas, and recreation facilities.
