This position will be mainly virtual, but the incumbent must have the ability to come into an ESD office if needed. ESD is seeking a dedicated Forms and Records Analyst 3 to join our Administrative Services Division (ASD). ASD plays a crucial role in supporting the agency’s mission by delivering specialized support to both internal and external ESD stakeholders. This role involves managing public records requests, logistical planning, and overseeing processes to ensure the success of individuals, the protection of agency information, risk mitigation, and compliance with laws and regulations. The candidate will be instrumental in supporting the agency’s mission by ensuring the proper disclosure and retention of agency records obtained or generated through various programs. Reporting to the Public Records Officer within the Office of Public Records and Data Sharing, this position requires a thorough understanding of public records management. The successful candidate will process, organize, and respond to all Tier 1 public records requests, ensuring compliance with RCW 42.56. They will interact with requesters to establish clear parameters and prioritize requests based on the volume of responsive records, while ensuring all communications are tracked in real-time. Organizational-Wide Public Records (RCW 42.56) Program Coordinator. This includes: Process, organize, and respond to all Tier 1 (agency-wide, RCW 42.56) Public Records Requests for ESD Interpret complex public records requests in compliance with RCW 42.56, maintain communication with requesters; provide guidance and answer questions related to records and applicable exemptions. Examine privacy laws for various customer types and analyze rights to records based on requesters' identities and authorization. Assist with eDiscovery, Privacy, and PFML duties. This includes: Conduct agency-wide electronic discovery for public records requests and litigation holds or discovery Provide technical assistance to ESD staff in the area of electronic discovery. Assist the Litigation and Discovery Manager, as needed Other duties as assigned. Minimum Qualifications: Bachelor’s degree AND 2 years of experience in public records, records management or within a highly regulated field OR A combination of education and/or relevant experience equal to six years Special Requirements/Conditions of Employment: Must be able to pass an Unemployment Insurance (UI) and Paid Family Medical and Leave (PFML) claim and fraud check.
