All staff in positions which regularly require driving either company or personal vehicles while performing work on behalf of Community Action are required to provide Human Resources proof of a valid driver's license for a motor vehicle record check both at hire and annually thereafter. Human Resources will conduct a motor-vehicle record. These records will be held as confidential records in Human Resources. All accidents will be reported to Human Resources within 48 hours.

Position Summary : In support of the Agency's mission, this position is responsible for providing administrative and program management support for the Energy Conservation department while maintaining a high level of confidentiality. This position has primary responsibility for the program's coordination, implementation, documentation and reporting processes for all Energy Conservation activities including special projects, acts as the lead on the development and maintenance of the Weatherization data base, and acts as the program liaison with other internal programs and community partners. Duties include ensuring program compliance, developing and generating reports, and serving as a member of the program leadership team to develop and implement policies and procedures. This position requires excellent time management skills to complete multiple tasks, knowledge of project and program requirements and must demonstrate and model effective collaboration and communication skills.
Essential Functions and Responsibilities: - Coordinates the CDBG rehab program. Acts as primary contact with partners/funders on specific projects, processes applications, determines eligibility, reviews auditor's recommendations for appropriateness and ensures compliance, tracks progress of projects and expenditures, completes monthly invoicing, generates detailed reports and participates in monitoring.
- Functions as lead in the development and maintenance of the Weatherization data base.
- Coordinates the No Heat program. Acts as primary contact with Community Action's Energy Assistance program, processes applications, ensures eligibility, reviews auditor's recommendations for appropriateness and ensures compliance, tracks progress of projects and expenditures, produces detailed reports.
- Ensures all Energy Conservation Program's applications meet funding requirements and comply with all requirements and regulations.
- Manage client intake, waitlist and file assignment processes to ensure fair and consistent access to services, adequate workflow and timely spend out of contracts.
- Conducts project file reviews to ensure completeness, accuracy and compliance with all State and Federal requirements.
- Drafts program policies and documents.
- Creates and maintains staff certification, contractor licensing, and vehicle maintenance logs.
- Strictly adhere to all safety policies and procedures at all times and respond/correct any at-risk safety issues immediately.
- Strictly adhere to agency code of ethics and standards of workplace bahvior.
- Perform other duties as assigned to meet business needs including regular and reliable attendance and adherence to all company workplace behavior standards.

Required Education/Training/Experience : - Minimum four (4) years of experience working in weatherization, HVAC or building construction. An equivalent combination of education and experience may be considered.
- Proven skills in working effectively with low-income, disabled, senior, and minority populations.
- Proven skills in working both collaboratively as part of a team and independently with little supervision.
- Experience coordinating with other professionals and social service agencies.
- Strong organizational skills and skills in managing multiple tasks of competing priority.
- Intermediate level of proficiency working with Microsoft Outlook, Word, Excel and other databases.
Preferred : - Bilingual English/Spanish both written and verbal.
- Knowledge of Washington County social services and community resources.
Required Licensing or Other Special Certifications : Required Physical Demands of Essential Functions and Responsibilities: - Work is performed in an office, conference rooms, and other public settings and agencies.
- In normal workday, may stand/walk 6 hrs/day; may sit _6_ hrs/day; may drive _1_ hrs/day; may use hands for repetitive grasping, pushing and pulling, typing and fine manipulation _6_ hrs/day; may use hands at or above shoulder level for _2_ hrs/day.
- In normal work day, may bend, squat, and/or climb frequently.
- Work is light in nature, lifting and carrying up to 30 lbs.
