Marion County Health and Human Services is seeking a highly motivated, organized, and results-driven Program Coordinator for our Behavioral Health Resource Network (BHRN) grant. This position requires a strong blend of program coordination, budget management, data collection and reporting and collaborative engagement with internal teams and external partners. The ideal candidate will be adept at coordinating program deliverables, tracking progress, and ensuring timely and effective outcomes. GENERAL STATEMENT OF DUTIES
Perform research, planning, design, development, implementation, monitoring and evaluation of complex department or countywide programs, projects or grants. Recommend appropriate courses of action based on extensive evaluation and analysis of respective program effectiveness. Fulfills the primary responsibility of coordinating and monitoring of resources to improve the quality of client services. Incumbents possess backgrounds of specific preparation in the appropriate discipline. Assignments are performed without close supervision.

Typical Duties - Duties include, but are not limited to the following


Coordinates the Behavioral Health Resource Network (BHRN) grant including building budgets, tracking deliverables, managing contractors, collecting data for building reports, and convening meetings with stakeholders.
  • Recommends policy goals and objectives for program area, interprets policy and procedures, assures compliance, monitors non-compliance and takes appropriate corrective action.
  • Gathers and compiles data and information, prepares reports and makes recommendations to executive team monthly.
  • Provides technical assistance and advice to advisory councils, commissions and agencies, both private and public.
  • Identifies key community stakeholders, keeps a pulse on community initiatives related to substance use treatment and prevention.
  • Monitors programs including gathering information and reports from agencies that are contracted with Marion County to provide services under the BHRN grant.
  • Coordinates Supported Employment referrals and Housing Barrier Removal requests.
  • Works with external partners and stakeholders, including PacificSource, Oregon Health Authority, Office of Developmental Disability Services (ODDS), Marion County Sheriff's Office (LEAD/Deflection), Marion County District Attorney's office (RESTORE Court), community organizations, and the State of Oregon to communicate compliance objectives.
  • Enlists input from stakeholders in program development and planning.
Attends meetings, coordinates and develops communication materials, facilitates group discussions and participates in quality improvement initiatives.
  • Utilizes quality improvement strategies to improve project outcomes.
  • Uses evidence-based information and materials in the development of initiatives and communications.
  • Communicates effectively in writing, conversation, and presentations, and tailors the message to the audience.
  • Facilitates group discussions to achieve effective participation and consensus.
  • Works with the department Public Information Officers (PIOs) to support culturally responsive and inclusive public outreach and communications.
  • Attends the Mental Health Advisory Committee and Local Alcohol & Drug Planning Committee.
  • Attends meetings at various locations.
  • Performs other job duties as assigned by your supervisor.
Response Level 2: In the event of an emergency, employee makes a reasonable effort to report to work. Employee may be required to perform duties outside of their regularly assigned duties. Employee may be requested to work an extended or flexible schedule. Staff at this response level must complete Incident Command System 100 and 700 on-line or in-person training.

Requirements for the Position


EXPERIENCE AND TRAINING
  1. Bachelor's degree in public or business administration, social work or related field; AND
  2. Two years of responsible experience in program coordination, planning, development and evaluation; OR
  3. Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.

SPECIAL REQUIREMENTS
  • Must possess a current driver's license in the applicant's state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business.   • Typical Work Schedule: Monday - Friday, 8:00 am - 5:00 pm, with flexibility depending upon department and program needs.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of methods and techniques of program research, design, development, implementation, monitoring and evaluation; principles and practices of contract monitoring; grant writing techniques; methodologies of program assessment and evaluation; resources available necessary to plan, develop and administer programs in areas of specialty.

Skill and ability in English usage, spelling, grammar and punctuation; basic mathematics; applying knowledge to the development, implementing and evaluating of programs; setting goals, planning, establishing and implementing procedures; compiling data from various sources, analyzing data, preparing evaluative reports and integrating plans; developing and maintaining productive liaison and contacts with citizen boards, commissions, public and private agencies, department programs and County departments; communicating clearly and concisely, both orally and in writing; effectively analyzing data and results of evaluative research; establishing and maintaining positive working relationships with coworkers and the public.

PHYSICAL REQUIREMENTS Operates a motor vehicle; sees using depth perception; stands; sits; moves about the work area; bends forward; lifts, pushes, pulls, and carries up to 5 lbs.; moves carts weighing up to 5 lbs.; operates a keyboard; speaks clearly and audibly; reads a 12 pt. font; hears a normal speech level.


PUBLIC SERVICE LOAN FORGIVENESS
Marion County is a qualifying public employer for the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness Program, full-time employees working at the County may qualify for forgiveness of the remaining balance on Direct Loans after 120 qualifying monthly payments under a qualifying repayment plan.
