DUTIES

The Associate Director of Education and Training for the Office of Public Health Preparedness (OPHP) will be responsible for oversight and guiding the strategic direction for implementation of the office's training program. In doing so, they will develope, design. deliver and supervise training and education programs in fulfillment of OPHP's mission, including competency-based training programs for Boston area audiences to enhance emergency preparedness, response, and recovery capabilities and capacities within the Boston community as well as surrounding cities and towns. Training and education audiences include public health, healthcare, public safety, community, and private sector partners. Serve as a Duty Officer. Duty Officers are on call (24 hours a day) approximately 6 weeks total per year, in 1 week increments.


The Associate Director will hold primary responsibility for the Office of Public Health Preparedness education and training programming, including the DelValle Institute for Emergency Preparedness.


  • Lead strategic planning and work plan development for all OPHP education and training efforts in alignment with OPHP Strategic Planning.
  • Closely coordinate education and training activities with all OPHP functional areas (Emergency Planning, Healthcare System Preparedness, Community Preparedness, Response and Recovery) to support OPHP preparedness and operational needs.
  • Develop, implement, and provide guidance on new programs, curricula, and learning solutions in response to community needs, contractual obligations and organizational goals, employing emerging technologies and creative training methodologies; ensure that courses meet accreditation standards.
  • Deliver learning solutions via classroom or online training, blended formats, and other methods in a variety of technical and management topics realted to emergency preapredness, response, recovery, and mitigation.
  • Engage local, state, and federal subject matter experts and partners to provide strategic and programmatic recommendations for OPHP educational and training efforts.
  • Manage promotion and marketing for OPHP training and courses ensuring that courses are well publicized and well attended.
  • Stay current on the developing and applicable trends and patterns in adult learning methodologies and educational technology.
  • Represent OPHP on local and statewide committees and workgroups.
  • Ddirect quantitative and qualitative evaluation activities to measure the effectiveness of training and education programs and and make any necessary changes or improvements to the programs as identified by the evaluation.
  • Ensure education and training activities meet fiscal and programantic requirements set forth by funding sources; OPHP priorities, and national guidance/standards.
  • Manage education and training budgeting and procurement.
  • Manage and support professional educators and other staff, as assigned.
  • Works in a confidential capacity. Operates independently. Uses independent judgment and discretion to make decisions affecting the department and staff as it relates to unit operations/services and BPHC policy. Make and recommend management and personnel decisions for, including but not limited to promotion, transfer and assignment of staff, and imposition of discipline. Perform other duties as requested by supervisor.
Core competencies include the ability to: collaborate with a diverse and dynamic set of internal and external stakeholders, problem solve in a fast-paced environment, describe the agency role and chain of command in emergency response; demonstrate her/his role in regular drills; and recognize deviations from the norm that might indicate an emergency and take/facilitate appropriate action(s).


Minimum Qualifications
  • BA/BS required; preferred fields of study include public health, education, emergency management, instructional design, or related fields.
  • An advanced degree or certification in (adult) education, instructional design, or a related field is strongly preferred.
  • Minimum 5 years of progressive experience in an education/training setting required, as is previous experience supervising staff.
  • Possess or ability to obtain the Certified Emergency Manager (CEM) designation.
  • Experience in or willingness to become a subject matter expert in public health preparedness, emergency management, or healthcare emergency planning.
  • Demonstrated expertise in design, development, implementation, monitoring and evaluation of classroom, online, and blended training and corresponding curricula; proficiency with adult learning principles and participatory training techniques; experience designing and implementing curricula in public health, public safety and/or emergency preparedness and response is strongly preferred.
  • Demonstrated experience conducting and facilitating training and meetings; Highly developed written and verbal communication skills and strong project management skills are required, as is the ability to work collaboratively with others while under pressure.
  • Highly developed conceptual and analytical skills required, as are strong managerial and organizational skills.
  • Knowledge of latest research and best practices in adult learning, and up-to-date on current trends in online learning and educational technology is strongly preferred.
  • Knowledge of public health and emergency preparedness response systems in Boston.
  • Knowledge of Boston neighborhoods is strongly preferred.

Shift

35 hours per week.

9AM to 5PM, Monday to Friday.

Duties will require working some evenings and weekends. Boston Public Health Commission
